Job Description
- Establishes and maintains an effective and efficient administrative system to meet the economic and operating targets, while complying with the conditions and restrictions of the Air Operator Certificate (AOC), Repair Station, company policy and regulatory authority requirements, safety, risks, and security standard.
- Ensures adequate resources: workspace, facilities, manpower, equipment, materials, supporting services, and finance is available for work performance appropriate to the route pattern, transit frequency, and company maintenance requirements.
- Ensures the supervision of corrective actions in the review and overall continuous improvement of quality matters
- Maintains a continuous check and control to ensure that the company resources are properly deployed and utilized.
- Directs the development, and implementation of maintenance policies, procedures, and systems for the Technical Department to achieve good maintenance practices and standards
- Provides feedback to the Accountable Manager on any deficiencies regarding standards and finance, and issues affecting the function and performance of the Department
- Provides manpower training to meet the level of skills and competencies required by the regulatory authority and job specifications.
- Ensures that the delegated responsibilities to each division are clearly defined and their accountability for performance is expressly understood
- Evaluates, negotiate, and recommend suppliers, maintenance, and repair facilities for the provision of maintenance, repair, overhaul, and support services.
- Liaises with and supports the Planning Department in the development of business plans, proposals, and customer base.
- Ensures that all operations conform to statutory, legal, and regulatory authority requirements, policies, and procedures contained in this GMM, Repair Station Manual, and Maintenance Schedule, and any charges prescribed by them are promptly paid
- Ensure the working environment is appropriate to the task being undertaken.
- Ensure that full and efficient coordination exists within departments, between the related departments, and with external agencies for all matters affecting airworthiness
- Accountable and has authority as Safety Leader for Technical Department to manage safety risks in maintenance operations including making decisions regarding safety risk management, hazard identification, risk tolerability, and compliance with respect to aircraft airworthiness.
- Ensures that the budget within Technical Department is properly controlled
- Ensures that Key Performance Indicators are properly established and achieved
Qualification
- More than 10 years of relevant work experience in the Technical Airlines Department of which at least 10 years should be from the aeronautical industry in an appropriate position
- A relevant degree or an aircraft maintenance technician qualification with additional education acceptable to the CAAT
- At least 15 years experience in aircraft continuing airworthiness
- Appropriate managerial experience including a working knowledge of aviation safety standards and the ability to manage in such an environment
- Understand continuing airworthiness process and aircraft maintenance technical skills.
- Good leadership, people management, and communication skills
